Committee Passes Motion Condemning China’s Investigation of Lawmaker Puma Shen

Taipei: The Legislature's Foreign Affairs and National Defense Committee passed a motion initiated by the Democratic Progressive Party (DPP) condemning a Chinese probe into DPP Legislator Puma Shen. The motion urges the Chinese Communist Party (CCP) to exercise self-restraint after Shen was declared "wanted" by the Chongqing Municipal Public Security Bureau for alleged "criminal activities of secession" related to Taiwan.

According to Focus Taiwan, the motion emphasized that despite differing ideologies in Taiwan, the Constitution of the Republic of China ensures the personal safety and freedom of speech of its citizens. It firmly stated that the CCP has no jurisdiction over the people of Taiwan.

The motion, initiated by DPP Legislator Wang Ting-yu and supported by four other DPP legislators, was passed without any objections. A report from China's state-run Xinhua News Agency last month indicated that Shen is being investigated for several "criminal activities" in Taiwan, including the establishment of the civil defense organization Kuma Academy.

China's investigation is being conducted under its Criminal Law and the judicial guidelines introduced in 2024 aimed at penalizing "Taiwan independence separatists." On November 9, a Chinese legal expert suggested on CCTV, China's state-run television, that Shen should be pursued through the International Criminal Police Organization (Interpol) and other judicial assistance channels globally.

The DPP has also drafted a similar motion condemning China's actions, which is pending approval during a Legislative Yuan plenary session scheduled for November 14.
