Nattapong' suggests the Prime Minister use the ASEAN+3 forum to talk outside of the Japanese Prime Minister's request to extradite/deport defendants in the Tak Bai case to Thailand before the statute of limitations expires on 25 Oct. This is a historical case. 'Thai Rak Thai' believes that it will show the spirit to the Thai people. It is time to prove their sincerity regarding the human rights situation. Mr. Nattapong Ruangpanyawut, MP for the party list and leader of the Prachachon Party, as the leader of the opposition in the House of Representatives, along with MPs from the Prachachon Party, held a press conference to present their proposal to Ms. Paethongtarn Shinawatra, the Prime Minister, regarding the Tak Bai case, which will expire on October 25. He said that first of all, he would like to congratulate Thailand on being selected as the representative of the United Nations on human rights. This is a good opportunity for us to show the political will of the country's leader that we prioritize protecti ng Thailand's human rights. One of these is the Tak Bai case, which was an issue that the whole world was interested in last October. From yesterday's meeting, the Legal Affairs Committee invited relevant agencies, including the police and the prosecutor, to provide their opinions on tracking down the defendants and bringing them to justice before the statute of limitations expires on October 25. It was found that two important defendants have fled abroad: Defendant 1, who fled to England, and Defendant 8, who fled to Japan. All agencies explained to the committee that they had done their utmost according to their authority. The police also said that they had issued an Interpol red notice and were in the process of translating it. Mr. Nattapong also suggested a way to send the defendant back to Thailand, saying that there are still ways to extradite the defendant. Although Thailand does not have an extradition treaty with Japan, we can use diplomatic channels, government to government or Prime Minister to Pr ime Minister, to negotiate to extradite the defendant back to Thailand. Of course, it may take quite a long time. Another channel that can be implemented and is more effective is to request deportation, to be sent back to Thailand as an undesirable person in a case related to human rights. Therefore, I would like to send a request to the Prime Minister to use the current forum for negotiations, which is ASEAN +3, to have an informal discussion with the Prime Minister of Japan to request negotiations to proceed with all three channels to the fullest extent, especially requesting to deport an undesirable person back to Thailand to be prosecuted before the statute of limitations expires. Mr. Nattapong also said that in addition to Japan, the Prime Minister of Malaysia has expressed his vision that as the next ASEAN Chair, he has a vision to promote the peace process in the southern border provinces. Therefore, he hopes that the Prime Minister will use this forum to promote peace in the southern border province s by following up on both the suspects and defendants to bring them to justice, along with other processes that will promote the peace process in the southern border provinces as well. 'With 15 days left before the statute of limitations expires today, all we need is the political will of the country's leaders. If we can't use the diplomatic platform to negotiate with the countries currently participating in the ASEAN+3 summit to help extradite the defendants to Thailand, I think the deepest wounds of the people in the Tak Bai case will not be healed and the peace process in the southern border provinces will not progress,' said Mr. Nattapong. When asked if he was worried that they would flee until October 25, the statute of limitations for the case, Mr. Nattapong said that he understood that the two defendants were abroad. If they did not use the sovereign power of the destination country, whether England o r Japan, they would not be able to track them down and prosecute them in time. Right now, the only way out is diplomatic negotiations, using the administrative power of the destination country to send the defendants back to prosecute them as soon as possible.
