Taipei:Taiwan's Mainland Affairs Council (MAC) reported that threats by individuals impersonating a Taiwanese documentary distributor seem to be a "new method" of Chinese transnational repression. These threats are connected to the distribution of a film about alleged forced organ harvesting in China.
According to Focus Taiwan, MAC deputy head and spokesperson Liang Wen-chieh stated that unidentified individuals have threatened people and organizations on at least three occasions, claiming to be Kuan Chien-chung, who distributed the documentary "State Organs" in Taiwan.
Liang explained that in November 2025, someone used Kuan's phone number to threaten a lawyer for money, leading to police summoning Kuan for questioning. Similar incidents happened with the Kuma Academy, a civil defense group, and the Taiwan Falun Dafa Association, a local group of Falun Gong practitioners.
MAC assisted Kuan in reporting the incidents to police, and the council intends to work with the National Police Agency and Ministry of Justice on the case. Liang suggested that the incidents appear to be "systematic" and are provisionally classified as transnational repression, pending further investigation.
The documentary "State Organs" explores allegations of state-run forced organ harvesting in China. In late 2024, entities involved in its screenings in Taiwan received numerous threats, including bomb threats. The National Security Bureau previously traced threatening emails to overseas IP addresses, noting the use of VPNs by the senders.
