Former Atomic Energy Council Chair Fined for Workplace Misconduct

Taipei: The Disciplinary Court has imposed a fine of NT$600,000 (US$19,964) on former Atomic Energy Council (AEC) Chair Hsieh Shou-shing for acts of workplace bullying and sexual harassment during his tenure from 2016 to 2023. The decision was announced on Wednesday, with the court highlighting Hsieh's abuse of power and creation of a hostile work environment for women. The ruling is subject to appeal. According to Focus Taiwan, the court's statement revealed that Hsieh engaged in inappropriate behavior, including unwelcome physical contact, invading personal space, and making comments about women's appearances and attire. Furthermore, he was found to have discriminated based on gender, preferring to hire only young women for secretarial roles and intruding into their personal lives by asking questions about their blood types, horoscopes, and marital plans. Female employees faced additional scrutiny, being required to request leave in person, while male colleagues could do so digitally. Hsieh's misconduct e xtended to public reprimands, use of foul language, and belittling staff members. During Taiwan's nationwide level 3 COVID-19 alert, he violated epidemic prevention measures by insisting on having lunch with his secretary in his office. Despite these allegations, Hsieh consistently denied any wrongdoing. The investigation into Hsieh's conduct was initiated by the Executive Yuan in October 2022, following accusations of sexual harassment and bullying. He was subsequently removed from office in January 2023 after the investigation concluded, and the Control Yuan unanimously impeached him in July 2023. In light of these events, the AEC underwent restructuring and was renamed the Nuclear Safety Commission in September 2023. The Disciplinary Court, which adjudicates disciplinary cases involving judges, prosecutors, and civil servants, delivered the ruling following a thorough examination of the allegations against Hsieh.
